Layout of butterfly garden is very important as it is immovable and permanent structures. So once layout is done properly you can build excellent butterfly garden.
Layout should have multiple pathways that will cover entire garden area properly.
There should be one shade net house for host plants to rear.
And one polycarbonate sheet roofing shade is essential where there will be well displayed nature interpretation center.
There must have few erected structures for climbers in layout design as climbers are most important host plants.
Mud-pluddling Area - A small area for Butterfly Mud-pluddling approximate 100 Sqft.
Garden must-haves a well designed entry gate.  There is very need to have name plates to plants in garden.

An architect, garden designer, nature interpretation designer are required for above all processes.

One gardener and one caretaker is must to maintain butterfly garden well.
Gardner for planting, watering, fertilising, pruning, cutting, propagation and sowing seeds, plants etc.
Caretaker for maintenance of Mud-pluddling area, maintaining fruit baits, plant collection and allied works.
A Naturalist is essential to give information to visitors.
Naturalists main duties in initial stages is collection of host and nectar plants from wild. He has to coordinate between consultant, gardner and FD authorities.

A Butterfly Garden Consultant is most important.
Consultant's duties  -
Selection of host plants, nectar plants.
Guiding the plantations properly.
Maintaining proper ratio of Nectar and host plants. Guiding plants collection. 
Guiding Gardner, Caretaker and Naturalist.
Training Naturalist about butterflies, Nectar and Host plants.
Coordination with FD authorities, architect, garden designer and nature interpretation designer.
